Art is an enigma: scruffy and unassuming but possessed of a powerful presence and authority; kind and easygoing but dangerous and feral; a pacifist who spends most of his time at rest and a frighteningly effective warrior; not part of the Camarilla but continually working to help support it. Art is generally hard to find, wandering the streets in a beat-up old van while he gives change to the homeless or stalks joggers in the parks, but he resurfaces when anything important is happening, sometimes as a silent watcher in the background, or sometimes as an outspoken orator, much to the surprise and discombobulation of the Kindred population.

Biography

Mortal Life

No one is entirely sure how old Art is, but he was definitely around in Wales long before any form of formal law existed, acting as a spokesman for his community and an enforcer of justice wherever possible. His duties included speaking up for members of the community who could not or would not do so themselves, trying to create community rules to protect vulnerable members, and occasionally chasing down a criminal to be dragged back and subjected to an appropriate punishment.

Art's position became significantly more difficult with the arrival of Roman armies, which conquered much of the countryside and attempted to impose their own form of law. He was not necessarily opposed to all their rules, many of which mirrored those that they had already established, but was categorically opposed to the bloody means with which they went about enacting them, and was involved in several scuffles with local law enforcement.

Embrace

Art's Embrace was more by accident than design; a wandering Gangrel vampire chanced upon him limping home from an argument with some centurions one night and fed from him without realizing how badly he was already injured, accidentally almost killing him. The vampire Embraced him to prevent him from dying and clear his own conscience, and promptly left the new neonate there to figure out the secrets of his condition on his own (as most Gangrel usually did).

Disoriented but aware of his new and disturbing urges, Art spent the next several centuries trying to find a way to exist as a benefit to humanity rather than a parasite, usually by aiding people who needed it in an attempt to balance out the sins of his need for living blood.

Connections with Other Beings

Art's lack of sect affiliation, sanguine outlook, and benevolent nature have put him in a unique position as the closest thing to a "neutral" Kindred to be found in Washington, DC, which makes him approachable and indeed connected to far more members of other supernatural races and sects than anyone else. Although he has nothing to do with the violent vampires of the Sabbat, Art has close affiliations with members of the Camarilla, Anarchs, and several Independent clans in the area, acting as a go-between and spokesman for them (even to the Prince, on occasion).

He is also perhaps the only Kindred in the city who has connections to other supernatural creatures; in particular, he has had semi-cordial dealings with a local pack of Garou, who respect his non-interference and the fact that he has been around as long as they have, and rumor has it he has even had non-lethal dealings with some Hunters going in and out of the city, although this may just be hearsay based on his impressive reputation.

Activities as "Justicar"

Had the Gangrel remained part of the Camarilla, Art would almost certainly be their Justicar or at least an Archon; since they have left, he has no official office, but he continues to do his best to do the job all the same. Art maintains several "Archons", really unpaid, unbloodbound neonates and ancillae who believe in helping him out, and is often called upon to perform diplomatic talks between factions or help enforce the Prince's edicts, even though this is not an officially-sanctioned role.

So far, the Camarilla has seemed to be happy to let Art continue his activities, and could even be interpreted as encouraging them once in a while, although any idealistic pushback against them on his part is likely to reverse that stance very quickly.
